The need for properly considered, constructed and presented Operating Documentation is essential not only for the correct operation of the plant but also for ease of use by the Operator.

Three levels of information associated with Operating Documentation are considered essential by T&IP Ltd. The three levels will ensure an audit trail from the derivation of the requirement for the operating procedure, its change as a result of many different influences over time and the current issue of the formal operating procedure. Summarised these are:

Configuration control is of the utmost importance as the procedures change through time, to ensure the driving reasoning is not compromised and is still valid and the audit trail is maintained through to the issue of the most up-to-date procedure.

The need for Operating Documentation can be derived from several sources, including:

Manufacturer's equipment operating requirements
Plant operating requirements
Safety justification requirements
Legal and statutory requirements

The operating procedures containing the formal instructions should be presented to the operators in the format most helpful to them when they are operating the plant and this can be dependent on many factors and circumstances dependent on the operating environment.  These factors need to be carefully considered when developing the Operating Documentation.
